National Council Session Proposals and Actions Taken
On Oct. 19. 2024, Girl Scouts of the USA’s National Council, made up of over 900 girl and adult members from across the country, including 13 from our own council (with 4 alternates), gathered virtually for a first-ever special National Council Session and voted to invest in Girl Scouting.
In the months leading up to the special session, delegates engaged deeply with the Girl Scout democratic process. They learned about two membership dues proposals put forth by the National Board as well as actions that the board took to provide financial assistance to councils and families. Through educational webinars, delegates gave feedback, asked questions, and practiced parliamentary procedure.
On Oct. 19, delegates put their preparation into action. They engaged in respectful and impassioned debate and ultimately voted to increase annual membership dues for both girl and adult members.
They decided:
- that Girl Scouts of the USA's annual national dues for girl members will be $45 for Membership Year 2026 and $65 effective Membership Year 2027, and
- that Girl Scouts of the USA's annual national dues for adult members will be $30, beginning with Membership Year 2026.
National Council Sessions represent the best of our dynamic democratic process—one that is for Girl Scouts, by Girl Scouts. We applaud our National Council for passing these proposals and investing in girls, their potential, and the promise of Girl Scouting. These investments will help us serve our current girls, support our current volunteers, reach more girls, and engage more volunteers.

Proposal 1—Girl members pay annual dues of $[amount to be determined by National Council]
The proposal was debated using the fill in the blank method. The following proposal was approved:
- Girl members pay annual dues of $65 provided, however, that this dues increase shall take effect as follows: That girl membership dues be $45 for the 2026 membership year. That girl membership dues be $65 for the 2027 membership year.
Proposal 2—Adult members pay annual dues of $[amount to be determined by National Council]
The proposal was debated using the fill in the blank method. The following proposal was approved:
- Adult members pay annual dues of $30.

Below is a summary of the changes made in the Section titled “MEMBERSHIP DUES AND PROCEDURES FOR REGISTRATION” on pages 23 and 24 of the Blue Book of Basic Documents:
1) Previous wording:
“Girl members pay annual dues of $25.”
New wording:
“Girl members pay annual dues of $657.”

Minor Edit
On page 27, the footnote featured in the section title
“PROCEDURES FOR CHANGING A GIRL SCOUT COUNCIL JURISDICTION” has had
its numbering changed from “7” to “8” because of
the newly added dues language.

While the English-language
version of the Blue Book of Basic Documents is now available, a
Spanish-language version will be forthcoming in the near future.
